AN OUTSIDER — anyone outside the priestly household, without regard to origin or citizenship. The word names a different category than ger, the resident foreigner this book protects at length (Leviticus 19:33-34, already on these pages); a native-born Israelite is a zar with respect to the priesthood's own holy food (22:10) exactly as a foreigner would be.
