To COUNT, and so to RECOUNT — to tell a thing through in order. The two senses stay joined: the same root gives 'number' (mispar) and 'scroll' (sefer). It carries the purpose God states for the plagues: 'that my name may be DECLARED in all the earth' (Exodus 9:16) and 'so that you may RECOUNT in the ears of your son and your son's son' (10:2). ⚠️ That second use makes the plagues a story being deliberately made — the deliverance is designed from the start to be told, which is why Passover is kept by a child asking and a parent answering. 'The heavens RECOUNT the glory of God' (Psalm 19:1) is the same verb. → first discussed at Exod 10:2
