GOVERNOR — a loan-word (Akkadian pihatu, later Persian) for the imperial official set over a province, NOT a native king. It is the office Zerubbabel holds over Judah under Darius (Haggai 1:1, 14), and the same title Nehemiah will hold and pointedly refuse to profit from (Nehemiah 5:14-18).
