The genitive eudokias gives 'peace among people OF [God's] good pleasure' — peace with an address; the nominative eudokia gives the King James 'peace on earth, good will toward men' — a wish for everybody. ⚠ The word settles it: it occurs nine times in the New Testament and everywhere else it is GOD'S good pleasure, not human goodwill (Ephesians 1:5, 1:9; Philippians 2:13; Matthew 11:26; Luke 10:21).
