TO APPORTION, divide out as a share — here of the gods ‘that he had not APPORTIONED’ to Israel (29:25), implying the other nations' gods were somehow apportioned to them. The same idea recurs more starkly at Deuteronomy 32:9 (not yet on these pages): when the Most High divided the nations among the sons of God, ‘Jehovah’s own portion’ — cheleq, the noun from this verb — ‘is his people.’ This translation notes the claim rather than resolving what it means for the nations to have been allotted lesser powers. → first discussed at Deut 29:25
