Approximate. The Negev is defined by rainfall, not by a treaty — it is the arid belt south of the Judean hills, roughly from the Beersheba basin down to the wilderness of Zin. The Hebrew word simply means 'the dry country' (and, by extension, 'the south'), so its boundary is a gradient, drawn here at the conventional limits.
